In a move to streamline the process of visa applications for foreign students, the Israeli Population and Immigration Authority has established a clear and structured procedure. The Interior Ministry policy is designed to aid students from abroad who seek to pursue their academic goals in Israel’s recognized institutions.

The primary goal of the policy is to regulate the application process for obtaining a student visa in Israel which will allow student to live, study and sometimes even work in Israel. The policy applies to foreign nationals who wish to study towards academic degrees at accredited educational institutions in Israel, including programs affiliated with the Jewish Agency and yeshiva students.

General guidelines

Application submission

    A student visa application must be submitted by the institution on behalf of the student at regional offices of the Authority or the Israeli consulate in the student’s home country by the student himself. The first visa has to be received through the embassy, while the student is still out of Israel. Only in exceptional cases the first visa can be received in Israel while the student staying in Israel with other type of visa.

    To apply the following documents have to be submitted:

    • the application form
    • the passport of the student which is valid for at least 6 months
    • the birth certificate of the applicant with apostillepassport picturesletter from the Israeli university with the confirmation that the student has been admitted to the programdocuments confirming the student’s financial well-being and that he has sufficient funds to live in Israel
    • government fee

    Conditions for approval

    The application for the first visa must be personally submitted unless there are exceptional circumstances allowing for alternative arrangements. Approval is at the discretion of the regional Authority office’s manager. With the application form the following documents have to be submitted:

    Duration of the first visa and extension

    The visa is granted for one year at a time and can be extended up to a total of four years for the same degree. For doctoral students or post-doctoral fellowships, the period extends to five years. The extension can be done through the Interior Ministry local office.

    Work restrictions during study

    Students on this visa are generally prohibited from working in Israel during their studies to ensure full focus on their academic responsibilities. However, exceptions are detailed in the regulations which may allow part-time employment related to the field of study.

    Multi-entry visas

    A multi-entry visa may be granted for the duration of the permit, allowing students the flexibility to travel in and out of the country without re-applying for entry.

    Application process for accompanying family members

    Family members of the student (spouse and children) can also apply for a visa as per the policy, ensuring that families can stay together during the study period.

    Compliance and enforcement

    The procedure emphasizes the importance of compliance with all conditions set forth by the immigration laws of Israel. Failure to comply could result in the cancellation of the visa.
